INFORMATION TECHNOLOGY MANAGERSYLVAN WAY ANNOUNCEMENT NUMBER: 0218-12EKitsap Regional Library is seeking an innovative professional who is an expert in internal and external customer service to manage our Information Technology (IT) department. This position is responsible for providing leadership and supervision for a highly motivated and passionate IT team. The IT manager will also be responsible for project management and providing IT services for all nine branches of Kitsap Regional Library.Kitsap County is located on a peninsula across Puget Sound from the city of Seattle, close enough to enjoy the amenities of the large metropolitan area via the Bremerton ferry. The Sylvan Way Branch is located in Bremerton two hours away from the Olympic National Forest and the Cascade Mountains which offers a variety of recreational activities. Rich with naval history, home to a large public marina, and talented local artists, Bremerton is becoming a sought out destination. GENERAL DESCRIPTIONUnder general direction, plans, develops, maintains, supports and supervises the Information Technology (IT) staff to assure the effective and efficient provision and delivery of IT services for Kitsap Regional Library. Ensures that the library's information technology and communications systems are current, reliable, comprehensive, accessible, secure, cost-effective and serve the current and future needs of the library. Work is performed with significant opportunities for exercising independent judgment and initiative. ESSENTIAL FUNCTIONSAny of the following duties may be performed. These examples are representative and do not include all specific tasks an incumbent may be expected to perform: DUTIES: Develop department objectives consistent with the Library Director's goals, department goals and library standards and policies. Design and implement procedures, systems and performance standards to achieve approved objectives. Develop and maintain effective lines of communication within the department and division and with other library departments, branches and divisions. Coordinate with other departments in planning, developing and maintaining efficient workflow among departments, branches and divisions. Interview, select and hire new employees for the department. Establish hours of work as well as direct, plan, assign and determine the manner of work performed. Approve schedule changes and the use of employee time off. Evaluate employee performance and recommend employees for promotion or pay adjustment. Address employee grievances, recommend discipline and ensure compliance with applicable Federal, State and local laws and regulations. Evaluate, recommend, and plan the implementation of future technology; establishes criteria and processes for evaluating current systems and the planned funding and acquisition of enhancements and coordinates system-wide technology needs. Coordinate the operation and maintenance of the library's integrated library system, voice and data communications, network security and monitoring, telecommunication system, cloud services, servers, virtual machines, computers, software and peripheral equipment. Prepare, or direct the preparation of reports, data, manuals and other documentation to facilitate the effective implementation, monitoring and evaluation of the library's information technology and communication systems. Monitor and assure efficient, economical utilization of department resources; manage related vendor and consultant contracts; maintain and monitor technology inventory and manage equipment life cycle. Coordinate the allocation of IT budget to various accounts; monitor budget to ensure expenditures within allocated resources. Communicate information, as directed, specific to the library's IT and communications systems and initiatives to community groups, individuals, stakeholders, library Board of Trustees, patrons and vendors. Perform hands-on technical support functions, as needed. Participate in library meetings, conferences, workshops, committee meetings and seminars as requested and authorized. Perform other related duties as assigned. KNOWLEDGE, SKILLS, AND ABILITIES:Ability to maintain regular and reliable attendance. Knowledge of MS Windows OS including Active Directory, Exchange, and HyperV; Mac OS; and Cisco networking and hardware.Knowledge of, and the ability to apply, the principles and practices of sound management. Knowledge of, and the ability to apply, the principles and practices of supervision, including the ability to select, develop and motivate staff and create a positive team environment. Ability to recognize and set priorities, and to evaluate, plan, and implement system-wide IT projects. Extensive knowledge of hardware and software selection and evaluation processes and methods. Extensive knowledge with managing multi-site windows networks. Ability to establish and maintain effective working relationships with employees, vendors and special interest groups. Ability to communicate effectively verbally and in writing and communicate highly technical information clearly and concisely.PHYSICAL REQUIREMENTS: The physical demands described here are representative of those that must be met by a staff member to perform the essential functions of this job successfully. Requires the ability to lift, push, pull and carrying objects weighing up to 15 pounds and, occasionally, in excess of 50 pounds. Work is performed indoors under office-type conditions but may require accessing restricted spaces such as in crawl spaces and attics when installing wire or cables. Required to operate an automobile.LIBRARY EXPECTATIONSListed below are expectations of all library employees: Excellent customer service for patrons and co-workers. Knowledge and support of KRL's principles of intellectual freedom.Knowledge and support of KRL's policies and procedures.Ability to work effectively within a team. Ability to adapt to rapidly changing information, technology, work procedures and library services.Ability to maintain confidentiality in dealing with patron and\/or employee records.SCHEDULEThis is a full time exempt position scheduled for 40 hours per week. The schedule will be determined by the supervisor upon hire and may include early mornings, evenings and weekends. Please note that schedules are subject to change to meet the needs of the library.QUALIFICATIONS AND EXPERIENCEAny combination of relevant education and experience equal to a Bachelor's Degree from an accredited four-year college or university in Computer Science, Information Technology or closely related field, plus four years' experience in IT Management or Project Management experience which demonstrates the ability to perform the essential functions of the job, including two years of supervisory experience.
