The Institute for Health Metrics and Evaluation (IHME) is an independent research center at the **MEMBERS ONLY**SIGN UP NOW***.. Its mission is to monitor global health conditions and health systems, as well as to evaluate interventions, initiatives, and reforms. IHME carries out a range of projects within different research areas including: the Global Burden of Diseases, Injuries, and Risk Factors; Forecasting; Costs and Cost Effectiveness; Geospatial Analysis; Resource Tracking; and Impact Evaluations. The aim is to provide policymakers, donors, and researchers with the highest-quality quantitative evidence base to make decisions that achieve better health.
IHME has an outstanding opportunity for a Data Services Manager. The primary purpose of the position is to manage the cataloging and publishing of Global Health Data Exchange (GHDx) records for use by IHME research teams, collaborators and public users. The GHDx is the worlds most comprehensive catalog of surveys, censuses, vital statistics, and other health-related data. This person will oversee data intake and ensure that IHME data are easily accessible to all stakeholders. The position supervises Data Indexers, Senior Data Indexers, and the Senior Data Publisher, and reports to the Director of Enterprise Data Management.
A successful candidate will be passionate about providing excellent data services to IHME researchers, developing efficient cataloging processes, and improving and promoting the GHDx and its associated tools.
Manage the intake, storage, cataloging, and citation of input data and the publication of IHME data and data records externally through the GHDx.
Formulate and continuously improve processes that enable research staff to locate, track, use, and reference data appropriately in analyses, publications, and tools, in coordination with the Development Manager.
Direct the implementation of content and configuration changes in the GHDx database, including taxonomy maintenance.
Develop, update and document cataloging and data management standards and processes.
Provide instruction to IHME staff about the GHDx and data management standards, in compliance with data security and IRB protocols.
Plan and prioritize data-seeking and cataloging of datasets relevant to the Global Burden of Disease Study and other IHME projects and their concurrent deadlines.
Explore opportunities to increase GHDx use among external users and pursue data-sharing partnerships with data providers and health organizations.
Strategic Planning and Management
Identify and foster opportunities to advance individuals knowledge and abilities in order to strengthen team capacity for successfully providing services to a growing organization.
Supervise the Data Services team, providing guidance, coaching, and support to team members
Ensure the Data Services team works effectively with other groups at IHME by establishing communication protocols as necessary, ensuring team members receive appropriate training, and discovering and resolving root causes of issues.
Ensure the team delivers to the highest standards of the organization, promotes cross-organization teamwork, and achieves efficiency and a reputation for high quality service.
Understand how data relate directly to the major research deliverables and objectives of the organization across multiple intellectual areas.
Assess and map project deliverables to resource needs, translate complex research objectives into practical deliverables and direct team members to execute on work plans accordingly.
Perform additional duties as assigned that fall within the reasonable scope of this position as member of the Enterprise Data Management Team.

Masters degree in library science, information management, or data management and five years related experience, or equivalent combination of education and experience.
Demonstrated ability to guide the development of information systems to meet user needs.
Experience supervising and coaching staff, and directing, prioritizing, and monitoring projects and tasks.
Experience with Drupal or other Content Management System.
Experience with data and metadata standards and relational database development.
Adept at gathering requirements, managing stakeholder expectations, communicating with developers, and prioritizing development work to achieve project and organizational aims. Recognized troubleshooter, capable of getting to the root of issues and resolving them diplomatically.
Ability to pay attention to details and to have a strategic vision while operating in a fast-paced, energetic, entrepreneurial environment.
Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.
Previous indexing or cataloging experience.
Knowledge of global health research and various types of health data.
Familiarity with project tracking software, such as JIRA.
