The purpose of the class is to develop, plan, organize and evaluate the programs and services of the assigned branch library for Richmond Public Library. The class is responsible for all aspects of branch library management, which includes the routine supervision of the branch staff and the daily operations of the City Library branch location. The class works within broad policy and organizational guidelines, independently plans and implements projects and reports progress of major activities through periodic conferences and meetings.

Example of Duties:

The City of Richmond Public Library System is seeking highly qualified candidates to fill the position of Library/Community Services Manager at the Main Library branch. The incumbent is responsible for leading, managing, and coordinating the activities of the branch for a diverse community and demonstrate exemplary customer service skills.

Duties include, but are not limited to:

Developing goals, objectives, performance work plans and budgets for the assigned branch

Developing outcome measures in accordance with the Library Strategic Plan

Supervising, planning, organizing, directing, and evaluating all activities for the assigned library, such as partnerships with neighborhood agencies or schools, homework help programs, children's or young adult outreach services, or other community-based programs

Training, supervising and evaluating staff members for the assigned Library Branch or library program

Supervising and evaluating assigned programs and making recommendations for actions related to assigned library or programs

Promoting the Library in the community and with local schools and promoting public awareness through public speaking engagements, educational outreach efforts, and by serving on community advisory boards and committees

Implementing policies and procedures for the organization relative to include resolving problems involving staff, other branches/departments, and library patrons

Coordinating with intra-agency contacts and neighborhood organizations to strengthen participation in the delivery of library services, outreach, and educational activities

Participating in collection development for assigned library or division, working with Collection Development Manager for library system

Planning and scheduling programs and special activities for children, young adults, adults, and/or other customer groups

Performing routine, difficult, and complex reference interviews and information searches for library patrons

Advising children, young adults and adults on books and non-print selections

Participating in team decision-making, staff development, and training when offered

Performing special projects as directed by management

Qualifications, Special Certifications and Licenses:

Minimum Qualifications:

Requires a Master's degree in Library or Information Science, or Master's degree in Education, Public Policy, Nonprofit Management or related field

Knowledge of literature/subject area of interest to public library service and best practices of public library service

Proficiency in Microsoft Office applications and internet use.

Requires four years of experience in library, nonprofit agency or educational organization

An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification

No special certification or license required

Preferred Qualifications:

Skill in outcome-based planning

Skill in effective team collaboration

Ability to work a flexible schedule to include evenings and weekends

Proficiency in the use of emerging technologies relative to library services and programs

Ability to communicate effectively

Supervisory experience is highly desired

PHYSICAL AND DEXTERITY REQUIREMENTS:

Physical and dexterity refers to the requirement for physical exertion and coordination of limb and body movement.

Requires work that involves walking or standing most of the time and requires ability to exert up to 30 pounds of force on a regular and recurring basis to lift and move library materials; requires normal dexterity for computer operations.
