The North Carolina State Education Assistance Authority (

SEAA

), located in Research Triangle Park, NC, invites applications for an Administrative Support Specialist at the Journey competency level to serve as Records Assistant in the Guaranty Agency and Repayment Services Division. This division administers loan repayment functions for student loans funded by federal and State sources to assist students with paying for college.

The position provides performs a variety of administrative functions to support student loan collection activities. Duties include: using professional communication skills and knowledge of repayment requirements to interact effectively by telephone or email with contracted collection agencies regarding the status of borrower accounts; updating account records accurately and timely; assisting in administration of accounts of borrowers in bankruptcy including processing documentation; preparing individual and batch-processed correspondence for mailing to borrowers; responding to consumer disputes to ensure accurate credit reporting on borrower accounts; maintaining a well-organized central borrower record filing system; and occasionally providing backup support for agency reception.

Primary Purpose of the Organizational Unit

The State Education Assistance Authority is the State agency that promotes access to higher education by administering financial aid and savings programs, informing students and families about paying for college, teaching educators about financial aid administration, and advocating for resources to support students.

The Guaranty Agency and Repayment Services Division provides default aversion assistance to borrowers, reviews and processes lender claims, initiates collection activities, and resolves outstanding balances of borrowers with defaulted educational loan debts under the Federal Family Educational Loan Program (

FFELP

) and loans under various State of North Carolina educational loan programs.

SPA Minimum Qualifications

Graduation from high school and one year of related office experience; or an equivalent combination of education and experience.

Hiring Salary Range

$35,000-$40,000

Bachelor’s degree and minimum of one year of relevant experience working in financial services or consumer loan collections preferred.

Competencies

The position must demonstrate the following:

• Strong written and oral communication skills to enable effective interactions with borrowers, collection agencies, and colleagues.

• The ability to develop and interpret program knowledge, to exercise independent judgement, and to utilize good organizational skills and attention to detail to administer processes accurately, completely, and timely.

• Knowledge of Microsoft Office applications and ability to learn account management and document imaging software programs.

• The ability to lift up to 20 pounds to meet records management responsibilities.

Administrative Support Specialist competencies at the Journey level are:

Knowledge-Program:

Demonstrates in-depth knowledge of the area of specialization, the program, process, and/or organizational operation. May be the content/process resource.

Information/Records Administration:

Coordinates varied records processing activities requiring the application and some interpretation of agency procedures, policies, laws, and regulations. Reviews information for completeness and accuracy using multiple guidelines.

Office Technology:

Selects, understands and fully applies a variety of features in software programs, databases, information systems, and specialized equipment.

Problem Solving:

Recognizes, defines and resolves non-standard problems using operating procedures, practices and established precedents. Resolves recurring issues and problems as well as some unique situations. Anticipates problems

and develops recommendations for management resolution.

Communication Verbal:

Presents ideas in a clear, concise, organized manner. Explains and interprets programs, policies and procedures to meet the specific needs of staff and clients. Advises program staff/clients in all matters related to program operations.

Communication Written:

Composes and organizes ideas logically, works in multiple formats such as letters, memos, reports or presentations, and can change/adjust style to meet the needs of the program and audience. Reviews sensitive materials and edits content constructively.
