Job Description

IT Infrastructure & Operations Administrator

Pierce County Library System


Pierce County Library System offers a compensation program which recognizes qualifications and experience relevant to each position. The starting pay is established typically within the hiring range below based upon the experience of the individual hired into the role. Our compensation package also includes annual increases for each additional year of experience and tenure in the role, up to the maximum (current year maximum outlined in pay grade range below). Eligibility for overtime is exclusive to position, which are FLSA status non-exempt.

Full Pay Grade Range: $77,106.80 - 109,948.80 annually

Hiring Range: $77,105.60 - $89,398.40 annually, FLSA exempt, Union represented.


Forty (40) hours per week, 8:00 a.m. - 5:00 p.m. Schedule is subject to change. Must be able to work evenings and weekends, substitute for other staff, and attend meetings.

Position Summary:

Designs, coordinates and oversees a variety of network and systems administration functions for the Pierce County Library System; identifies network and system requirements and conducts related research; coordinates technology projects; installs, repairs, and maintains network and systems technology equipment; provides advanced level technical support; and supervises assigned personnel.

Distinguishing Characteristics:

As a senior level professional and/or as a project leader, applies advanced technical knowledge and considerable discretion to evaluate and resolve complex tasks; evaluates current and future network and system requirements; represents institution wide networking and/or telecommunication standards and philosophy at meetings. The majority of tasks performed have wide area impact, integrate new technology, and/or affect how the mission is accomplished.

Supervisory Relationships

Reports to the IT Leadership; supervises technical staff.

Essential Functions:

Class specifications are intended to provide a descriptive list of the range of duties performed by employees in the class. Specifications are not intended to reflect all duties performed within the job

Ensures the delivery of high-quality, customer-focused services; assists in ensuring the Library’s services appropriately meet the needs of the community.

As a member of the IT Leadership Team participates in the tactical planning and development of the IT Department strategic direction and associated roadmaps.

Assists in ensuring the proper functioning, reliability, and security of the Library’s technology systems and related equipment.

Evaluates and identifies current and future network system requirements; consults with Library departments and personnel regarding technical needs.

Conducts research and provides recommendations in relation to network and systems technology equipment and software; consults with vendors and technical support staff.

Oversees and coordinates the implementation of complex technical projects as assigned.

Installs, configures and maintains routers, switches, servers; performs network and systems testing.

Provides highly skilled systems support and assistance to end users; diagnoses and resolves network and system issues. Plans and coordinates information technology projects; serves as Project Manager or Team Leader and directs the work of project team members.

Prepares project plans, Requests for Proposals (RFP’s), Requests for Information (RFI’s), and Service Level Agreements.

Hires, supervises, trains, disciplines, and evaluates the performance of assigned technical personnel; ensures staff compliance with Library and departmental policies and procedures.

Prepares and maintains a variety of network and systems technology plans, records, and reports.

Demonstrates punctuality and regular and consistent attendance.

Brings matters of public concern regarding waste, inefficiency, corruption, discrimination, and safety to the attention of Library Management.

Accurately communicates the Library’s policies to members of the public in all job related contacts.

Positively reflects Pierce County Library’s mission, vision, and values to members of the public and to staff.

Performs other duties as assigned or required.

Required Knowledge of:

Principles and practices of network and systems administration.

Complex network system.

Telecommunications Systems.

Network security and auditing.

Operating, file, electronic mailing, and internet systems.

Network and computer systems and software relative to public library operations.

Systems design and maintenance principles and processes.

Information systems security practices and procedures.

Project management principles and practices.

Supervisory principles, practices, and methods.

Computers and Windows­ based software.

Customer service standards and protocols.

Virtualization hardware and software deployed to provide highly available, flexible and scalable environments.

Migration of physical servers to virtual machines.

Storage technologies including iSCSI, NFS and CIFS.

Required Skill in:

Coordinating and performing a variety of network and systems administration functions.

Assisting in ensuring the proper functioning, availability, and security of technology systems.

Evaluating technical requirements and coordinating complex technology projects.

Designing, installing, and maintaining network and systems hardware and software.

Providing advanced level technical support and assistance to end users.

Conducting technical research and coordinating the purchase of network and computer equipment.

Communicating complex ideas to a broad audience.

Supervising, leading, coaching, and delegating tasks and authority.

Strong documentation skills, experience with Visio in creating detailed and concise network diagrams.

Ability to communicate with business personnel at all levels to assess issues and develop solutions.

Incident management experience including experience with Incident Command.

Minimum Qualifications:

Bachelor’s Degree in Computer Science, Information Technology, or related field, and

Five years information technology experience (network, desktop and application support), and

One year supervisory experience; OR

Any combination of education and experience which would provide the required knowledge and skills and allows successful performance of the job.

Licenses, Certifications, and Special Requirements

A valid Washington State Driver’s License is required.

Must pass local police and Washington State Adult/Child Abuse records check prior to hire.

The ability to work evenings and weekends on a rotating schedule and to adapt to schedule changes on short notice is required.

Working Environment and Physical Requirements:

Work is performed in a technology environment.

Subject to sitting, standing, walking, bending, reaching, climbing ladders, and lifting of objects weighing up to 30 pounds.
