Administration III - Library Director
The Bossier Parish Library Board of Control is seeking an innovative, qualified leader to be its next Library Director. Bossier Parish is located in Northwest Louisiana and has a population of 116,979. The system consists of a main library, a Historical Center, and 6 branches. The Bossier Parish Public Library has a budget of $6,230,000 and approximately 86 employees (including 59 FTE). The Director reports to a 5-member Board of Trustees, and works closely with the local governing body, the Bossier Parish Police Jury. As a participant in the Green Gold Library System, the Library has a strong commitment to interlibrary cooperation.
Required Qualifications:
A Master’s Degree in Library Science from an ALA-accredited library school. Must have certification by the Louisiana Board of Library Examiners or be able to attain certification within the first year of employment. Extensive public library experience as a paid, full-time professional, which includes 5 years of increasingly responsible library experience (post-MLS) with a minimum of 2 years in upper level administration work in a parish (county) or municipal library managed by a board of control (e.g., directing a small public library or supervising a large department/branch).
The ideal candidate should have demonstrated high standards of professional and personal ethical conduct, have excellent communication skills, possess the ability to work effectively with the Library Board, Parish administrators, and staff, have experience in planning and constructing libraries, and provide visionary leadership that is grounded in the realities of proven public library service and budget constraints. The Director is expected to provide a leadership role within the Library, community, and the library profession. The Director serves as the official representative of the Library. Prior successful experience reporting to a governing board is highly desirable.
Applicants must present: 1) a combination of experience, education, skills, and self-development, which demonstrates the capacity to perform the duties of the position, 2) documented experience and references showing capability to fulfill job description, 3) a record of establishing strong, supportive, cooperative relationships and positive communication with coworkers and supervisors in a collaborative, cooperative work setting, and 4) documented record of confidentiality in work, personnel, and business matters. Applicant must pass a pre-employment drug screening and background check.
General Duties:
Directs (including planning, organizing and coordinating) the operation of the entire library system.
Acts as secretary of the Board of Control; responsible for implementation of policies and decisions.
Plays a leading role in tax elections, bond issues, and other funding initiatives; recommends detailed budgets to the Board and/or its appropriate committees.
Develops long-range objectives and plans; initiates implementation of Board-adopted goals; heavily involved in capital programs (including land acquisition, construction and renovation).
Participates in community activities and is a highly visible member of the community.
Exercises direct and indirect supervision; responsible for and provides oversight and guidance (as needed ) in the following:
Maintenance and security of facilities, systems and grounds.
Aspects of projects, policies, studies, reports or data;
Interpretation and application of policy; resolution of inquiries and/or complaints.
Decisions concerning library personnel (including hiring, employment and discipline);
Types, levels, and standards of library services and programs offered; automation and technical services, public relations, and promotion;
Performs other necessary duties as required.
Pay and Benefits
Salary of $66,000 - $76,000 per year (commensurate with experience) benefits including, but not limited to, annual leave, sick leave, holidays, health insurance, retirement, professional education allowance.
